WebCopper is common but it's also pretty heavy. Iron and Steel do a damn fine job of protecting your dwarves (And they're lighter). If you're gonna try to give armor to every dwarf, go with iron. (No offense but I'm assuming you're new OP and that's why you wanna try this. That being said iron is much less effort than steel but still does a good job).
