To tank r2 hard reliably you need 600+ stamina (at a minimum but one of the two tank would ideally want 750+) and seraphim's wings + runes. R3 hard you would need 800+ stamina.

This means you have a 0.25% Chance on normal to 0.75% on Heroic to get him. The Chance raises a lil bit with Daily effects. So you need around 400 Runs statisticly to get him.
